I would say it is much more likely he did one of the 3 things than not. For instance, he was under investigation for illicit drug use and honestly, 110% see him being a user. Also, the paying for sex I could easily see as well. The minor one I would say is 50/50 he definitely is someone who thinks he can get away with anything and so it wouldn't be to surprising.
I think that the Ethics Report has more or less receipts of these encounters, hence why they opted not to release it. If/when it comes out it likely will end his career and the longer that this is lingering to me the more likely it is that it does contain all the daming evidence one would expect.
He honestly is really a terrible person just like how he presents himself.

Why didn't the DOJ prosecute then?
It seems that a DOJ that was prosecuting old ladies for walking thru the capital and pushing for numerous bogus lawsuits against an ex-president would've jumped at the opportunity to take him out if there was any validity there....

They (DOJ) didnt really ever look into the drug use one. The underage one I have a feeling that the people who testified in front of the Ethics Committee didn't do it with the police and if they did I bet the DOJ was concerned since this wasn't a slam-dunk case and the political fallout was going to be severe

Sounds like a bad pick in that case.

There is no proof he did anything wrong. Hearsay is not reasonable doubt
Edit: This is obviously a political stunt.

Well hate to break it to you but they did just find the payoff money in a separate Federal Inquiry so yeah this is a bad pick and not a political stunt
