A landlocked country is a country that is completely surrounded by land or only has borders with closed seas, so it doesn’t have access to international waters. A doubly landlocked country is one that is surrounded by landlocked countries, so it’s two steps away from international waters. There are only 2 of these in the world: Liechtenstein and Uzbekistan.

Good question. As far as I found Switzerland’s navy operates mainly on its large lakes (like Lake Geneva and Lake Constance) and on the Rhine River, which connects to the North Sea via neighboring countries.
