For most self-custodial lightning wallets, every new channel is a separate thing (so a big lightning payment would have to be split into multiple smaller ones depending on each channels capacity)

With splicing, you can increase or decrease a single channel with each on-chain tx

This means you can always spend your entire balance (more or less) in one payment.
