Who is a government? A corporation right?

If a government hold some BTC, then who is the real owner of those BTC? Would you rather pay taxes that could end up in a so called "bitcoin reserve" that you personally do not control it, or you will not pay taxes and just keep your sats in your own self-cusotdy?
