Consensus21 is an open-source, decentralised education protocol designed to revolutionise the way learning communities function and engage with students, mentors, and the broader economy. By creating a system with no central authority, no standardised tests, and no singular point of failure, Consensus21 seeks to empower learners and mentors alike. With an innovative governance model, a modular infrastructure, and a robust financial ecosystem, Consensus21 offers an alternative to traditional schooling systems, addressing pressing issues such as educational debt, engagement, and the changing job market.
This white paper outlines the foundational principles, architecture, and governance of Consensus21, highlighting its focus on community-driven education, financial independence, and self-directed learning.

1. Introduction

The legacy education system is increasingly failing to address the needs of modern learners. With the global student loan market projected to reach $3,800 billion by 2029, rising tuition fees, a lack of financial literacy education, and the inadequacy of traditional learning methods to prepare students for a rapidly changing job market, there is an urgent need for a new paradigm.
Consensus21 offers a radical departure from conventional schooling by building a decentralised, mentor-driven learning ecosystem. Through a peer-to-peer monetary system and decentralised governance, Consensus21 replaces outdated hierarchical structures with community-driven decision-making processes. The protocol provides a model for continuous learning from the age of 5 to 21, removing standardised testing and allowing learners to pursue entrepreneurial, technological, and intellectual endeavours without the burden of unnecessary debt or restrictive curricula.

2. Consensus21 Protocol Overview

At its core, Consensus21 is a flexible, open-source protocol that allows any learning community to adopt and implement its principles. The protocol operates through a decentralised governance structure, open to all members of the community, where learners and mentors are both viewed as contributors and participants. Central to the protocol is the absence of a single point of failure—no principal, no traditional administrative hierarchy, and no standardised testing systems.

2.1. Governance Structure

Consensus21 is governed by a Council of Educators, which is a multi-signature body elected by members of the learning community. This council is tasked with overseeing the implementation of School Improvement Proposals (SIPs)—similar to Bitcoin’s BIPs (Bitcoin Improvement Proposals)—that ensure continuous innovation and adaptation within the learning environment.
The council does not have the power to impose decisions on the community. Instead, it facilitates consensus-building, ensuring that all changes to the protocol or the community are voted on and agreed upon by a majority. Members of the council are elected through community voting and serve a fixed term, after which new elections are held.

2.2. Decentralised Learning System

In Consensus21, there are no teachers or students in the traditional sense. The roles are fluid: every participant in the community is both a learner and a mentor at different stages of their educational journey. This Value-for-Value model allows mentors to be compensated for their contributions via Bitcoin payments, processed through the Lightning Network.
Mentorship is not restricted to any particular demographic. Anyone in the community can offer guidance, regardless of age, experience, or formal qualification. Learners contribute to the community by taking on mentoring roles themselves as they progress in their learning path, fostering a culture of continuous growth and shared responsibility.

2.3. Learning Pathways

The Consensus21 protocol promotes self-directed, project-based learning over rigid curricula. Learners progress at their own pace, guided by mentors and driven by personal interests. This decentralised learning approach offers an unprecedented level of flexibility, where education is aligned with the needs of the learner rather than the constraints of a standardised system.
Key features of Consensus21’s learning pathways include:
  • Modular Infrastructure: Physical spaces are designed around modular units such as repurposed shipping containers, each serving as a classroom or learning space. These units are designed and customised by learners and mentors, promoting autonomy, creativity, and hands-on problem-solving.
  • Technology-Enabled Learning: Each classroom is equipped with a dedicated internet connection, provided by Starlink and managed by mentors. OpenDNS filtering ensures a safe and productive environment. Each student has access to an AI host, a Bitcoin node, and a Nostr relay for decentralised communication and collaboration.
  • Linux and Open Source: All systems operate on Linux, with students constructing their own computers, selecting their preferred Linux distributions, and engaging in open-source software development. Learners are encouraged to explore unlimited screen time for command-line interface (CLI) applications, fostering technical fluency and digital literacy.
  • No Standardised Testing: There are no standardised tests in the Consensus21 system. Instead of traditional exams, learners’ progress is tracked through the completion of projects and tasks within their communities. The only standardised test is for parents during enrolment to ensure that the family is aligned with the values and structure of the protocol.

2.4. Problem-Based Learning (PBL)

At the heart of the Consensus21 model is Problem-Based Learning (PBL), where learners tackle real-world problems through self-directed, project-driven initiatives. This approach encourages learners to identify challenges they are passionate about, often working on projects that are of personal or societal importance.
Learners engage in PBL throughout their entire educational journey, meaning that there are no fixed curricula or assessments. Instead, learners focus on the development of skills, critical thinking, and innovation through hands-on problem-solving. This approach:
  • Encourages learners to own their educational journey, selecting projects that align with their interests, goals, and future aspirations.
  • Fosters an entrepreneurial mindset by emphasising practical problem-solving and the development of real-world solutions.
  • Enhances collaboration and teamwork, as learners often work in groups on large, interdisciplinary projects, learning from each other and from mentors.
  • Cultivates self-motivation and resilience, as learners must navigate the complexities of long-term projects with guidance from mentors.
In addition to learning within the Consensus21 community, learners are encouraged to engage with external mentors and experts outside of their immediate learning environment. This may involve collaborating with industry professionals, business owners, or specialists in various fields who can provide insights, guidance, and resources that complement the project-based learning approach. Learners often participate in global networks, contributing to and learning from a diverse range of perspectives.

3. Financial Ecosystem

Consensus21 is built on the premise that education should be financially sustainable, transparent, and aligned with the broader principles of decentralised systems. The school’s tuition fees are exclusively paid in Bitcoin, which flows into a community-controlled multisig wallet managed by the Council of Educators. This financial model ensures that resources are allocated efficiently and transparently, without the burden of centralised administration or debt accumulation. Parents pay annual fees, the amount of which is set by the council, directly via the Bitcoin blockchain into a multisig wallet. 10% of these fees are placed into a time-locked account, which is only unlocked on the learner's 18th birthday. Once the funds are unlocked, the learner has three years to develop a business based on their problem-based learning journey, with support from the community.

3.1. Value-for-Value Model

Mentors and students are empowered to create educational content that is incorporated into a shared Git repository, accessible to the entire learning community. This content can range from lessons and projects to resources and tools, all collaboratively developed. Both mentors and students are compensated for their contributions through Bitcoin payments processed via the Lightning Network in a Value-for-Value (v4v) model. This system ensures that creators are rewarded fairly for their time, expertise, and input, with payments flowing directly for the value they provide.
As content is added to the repository, it becomes available for others to learn from, share, and build upon. Mentors are compensated based on the quality and demand for the content they create, while learners can earn payments for their contributions as well, promoting active engagement. Learners also have the ability to choose mentors based on reputation, specialty, and availability, ensuring that the community’s economic ecosystem is driven by a meritocratic system, where value is exchanged freely, rather than by fixed tuition fees or arbitrary pricing.

3.2. School Improvement Proposals (SIPs)

Consensus21 embraces a proposal-driven approach for school-wide improvements, known as SIPs. Similar to Bitcoin’s BIPs (Bitcoin Improvement Proposals), SIPs allow any member of the community to submit suggestions for enhancing the school’s infrastructure, curriculum, or governance structure. These proposals are reviewed by the Council of Educators and implemented through a democratic voting process, ensuring that all stakeholders have a voice in shaping the future of their education system.

In the Consensus21 model, parents assume ownership of their child's learning, similar to homeschooling, ensuring that education meets local or national standards. Parents are responsible for documenting progress and providing evidence to regulatory bodies.
Learners maintain a digital portfolio using a Git repository, where all projects, milestones, and reflections are recorded. This provides transparent, verifiable evidence of learning, which parents can use to compile reports for authorities. These reports demonstrate progress and ensure compliance with educational requirements, such as instructional hours and learning outcomes, while maintaining flexibility in the learner’s path.
By involving parents in the documentation process, Consensus21 ensures compliance with educational regulations while supporting the flexibility and autonomy of the learning journey.

6. ID - Identity, Communication, and Transparent Learning Tracking

6.1. Asymmetric Encryption and Secure Communication with Nostr

In the Consensus21 ecosystem, learners, mentors, and parents communicate and collaborate securely using asymmetric encryption facilitated by the Nostr protocol. Each participant in the system has a public/private keypair, which serves as their unique identity for encrypted communication.
  • Public and Private Key Pair: Learners, mentors, and parents generate a keypair through Nostr, where the public key is shared with the community, while the private key remains securely stored on the user’s device. This keypair is used to encrypt and decrypt messages, ensuring privacy and security in all communications.

Have you thought about just removing this entirely and making it more about enrolling in factions that specialize in distinct areas.
For example you could have an enrolled student join the engineering faction where they learn all about this sort of stuff. Then optimizing for more individual or teams of builders within those factions. Not sure it needs grading but completion of some sort of peer review sounds interesting enough coupled with the board approving completion. In that scenario you could be optimizing for actual roles in society.

I think the WP needs to be reduced to make it more like a protocol.. lol every time we go to do that though - we end up adding more in 😂
