Ok. So it sounds like CCs are prioritized for comments primarily. Is that the way to think about it?

If you primarily comment, then yes. To be clear, CCs are prioritized for posting/commenting/boost/territory fees/donations. Basically ANY time you're paying SN money (not other stackers), we prioritize CCs. Anytime you're paying other stackers, we prioritize sats if possible.
