This seems hard to enforce, but as much as regulation goes, this one seems reasonable to me.
Tangential: the same logic of keeping bots under control goes for anyone using a bot being fully accountable for what said bot says or does. If you use a bot for customer service, you cannot hide behind the fact that the bot made a mistake.
