0.3% for any department seems almost laughable. I have >0.3% waste fraud and abuse in my own personal budget, and my incentives are fully aligned with myself!
I do wonder where these numbers came from. #1 in refining your bullshit detector is asking where those numbers came from.
0.3 percent means Transportation department is operating at 6 sigma lol
