Not only does it count, but it counts extra for creativity! The tush push hat panel will likely judge you favorably.
I got the idea from my daughter. Sometimes she takes my hats and tries to put them all on at once. I think 8 is the most we have been able to stack on her head before the hat tower came crashing down.
I don't think the tush push should be banned but the defense should be permitted to use leverage as well. Then it is fair for both sides.
This would of course lead to more stops of the Tush push or more injuries which is a better way of mitigating it than banning it.
If not, then every team should just do what the Commanders guy did.
I'm down with that.
Rosters should expand to 54 and each team gets 1 Giant to stop the tush push.
