Due to the recent events in Kazakhstan, I wondered how, with the government restricting Internet access, to be able to send and receive transactions through alternative channels. The easiest for me seemed to be using SMS. A quick search led me to two solutions, stand-alone software: https://github.com/prusnak/smspushtx and Samourai Wallet: https://samouraiwallet.com/offline
Do you think a similar solution for Lightning Network is possible in the foreseeable future?

Briar can be used to have encrypted communication over local WiFi or bluetooth. It doesn't have Bitcoin specific features, but it can be used to send the transaction text.
