The point, however, is that if TOR enters a similar question in an official survey, it is likely that it is considering changing its policies by including some data collection.

I don't see why they would need to do this. On first thoughts I don't like the sound of it but if it can help improve the protocol it might be worth it.
In all honesty, I don't understand how anonymous data collection can help a protocol that has been stable and working for years.
To help the protocol, just create a middle relay in your home, which is also very useful for masking a possible home bitcoin node.
