Here's my tin-foil hat analysis - it's heavily sponsored/promoted by the government.
They get bitcoin to "custody" and then give you back Turkish Lira, on their schedule, and subject to whatever confiscatory taxes they desire.

Also, image the taxes on it. The price of the Turkish Lira will have plummeted, and you have to pay taxes on all those false gains.
