Here's my tin-foil hat analysis - it's heavily sponsored/promoted by the government.
They get bitcoin to "custody" and then give you back Turkish Lira, on their schedule, and subject to whatever confiscatory taxes they desire.

Seems like it. With that kind of government support, I'd be surprised it it wasn't a big scam.
