Mind posting links to the ice tower and fan? Also, are you overclocking? If so, what are your settings?

So here's what I'm using: Noctua fan: https://amzn.to/4iCN3az ICE Tower Cooler: https://amzn.to/44ikjAK Thermal paste: https://amzn.to/44bKGYW Socket adapter for ICE Tower Cooler: https://amzn.to/42D6ATN Screws: https://amzn.to/42D6ATN <-- Don't forget these. I was able to get it to work with M3 screws, but I read M2.5 is the way to go.
If you want a back fan that is whisper quiet, then order 2 of those fans.
Even though it seems like a lot, it's actually super easy to do!
As for settings, I currently have the frequency set at 625 and 1150 voltage. Extremely stable, and it seems I have plenty of headroom to go farther on the frequency, especially if I added more heatsinks.

I've got my settings at 575 and 1150 and have to keep it really cool with a fan on the back and it stays in the mid-50s. Anymore and it gets into the 60s and I don't like that. I've added pure copper heat sinks at various locations as well.

I haven't gotten to adding the pure copper heatsinks yet. In my setup, the biggest impact was replacing the heatsink with the ICE Tower Cooler and the thermal paste. The fan helped with acoustics, but I think at best, it helped marginally with cooling.
If you really want to make it run cool/get into overclocking more, I'd strongly recommend the ICE Tower Cooler + adapter + thermal paste (unless if you already have some laying around). If you have a lot of random small screws, you might be able to get by without needing the screw kit too.

I just had to replace the thermal paste on my ultra, and that fixed overheating issues
