I think you can but the Pi 4 has antennae so you have to trust that it can’t phone home. 

You don’t have to trust boards that don’t physically have the hardware to connect to the internet.

I might have to try Seedsigner. I have a Pi4 which I hear you can do it on. 

I’ve thought about using Sparrow on a device that’s offline but that requires trust that a device with an antenna cannot connect to the web by itself and log keystrokes or something.

For recovering a wallet 100% offline, I use a 

 so I know that it CANNOT connect to the internet at all.

Offline Wallet Recovery Practice
