They are referring to rules as laws. But the rules cannot be imposed on anybody else without their consent! So if there's no signed contract to respect those rules, are literally useless, like a piece of a napkin.
But The Law is totally something else. The law is something that you cannot violate it. Example: If I decide to jump from a 10th floor window, "the law" of physics will kill me. Yes, you as a politician can make infinite rules written on a paper that prohibit me to jump, but you will never stop me dying from that jump, by writing on a piece of paper that I am not allowed to die.
This is as clear as day to those who know freedom; to those who don't, it's an affront. Cognitive dissonance will make the individual defend the lie that enslaves them with every fiber of their being.
