The Lightning Labs organization operates a lot more like a large publicly listed company than a small private one. I said iFinex/Tether because I know people that have worked there and have listened to some curious stories. Who knows, I would say it's naive to assume the CIA hasn't tried to, or gotten to some core devs, large miners, or others. That wouldn't fit their MO when the movement of monies is involved.
