I created a multi-sig with 3 paper wallets on TAILS using sparrow wallet with persistant enabled. Later I bought some sats using robosats on TOR. It's just a bit more work to swap from LN to onchain. For this, I didn't think about electrum. I tried bluewallet, but they are sunsetting their free node. Muun was not working to create a new wallet. So I found coinos.io to swap.
