With the recent events, why instruct newbies to create a cold wallet if, shortly, they'll not be able to move these funds? And more, instructing the use of lightning couldn't result in a worse problem? I'm thinking of a scenario with a user with less than 0.01 BTC and all measures necessary to preserve these funds in a lightning channel (force close, backup, etc.)

I think about this as well. In 10 years fees will be so high that on chain will be unusable for new comers. I wonder what satishi thought about this problem

If there are no large savings that can be stored on-chain in a cold wallet for a long time, then it is quite possible to use a pocket money lightning network for this. It is desirable that the wallet with LN be non-custodial, like Phoenix.
Recent events are temporary, I believe. People will play enough by spending a lot of money for nothing (actually in the pocket of the miners) and the fees will again become quite low.
