My employer uses Microsoft Teams. Everybody hates it. It's probably the shittiest software Microsoft have ever released, and that's saying a lot. I can't exactly host a chat server, but is there a better p2p alternative that I can run over the local network, and that isn't sketchy?
You are most likely screwed. Business software is even more hostile to users than consumer. I looked around and found a Reddit user who is working on a client alternative https://www.reddit.com/user/divbyda0/submitted/ but when I checked the links he provided it all 404's. You might can reach out to them to see if they can help.

The first thing I checked was a client alternative and I came across that post and 404. I doubt Microsoft cares about interoperability. There's a Matrix bridge but I'm not sure how well-supported it is, and it seems to require admin privileges.
I might self-host on my own infrastructure just for my team, but that obviously can't scale to all of the people I need to communicate with.

Yeah Microsoft isn't going to be a fan of third party solutions. Most platforms want tight control over the data within it so allowing third party apps is out of the question. This also means caring about the user experience when it goes against what the data is saying is not going to happen.

It is incredible they learned nothing with Skype. Their mismanagement of Skype directly lead to Discord eating their lunch.

You only need a chat server but you can't host one?
This reminds me that netcat has a chat server integrated. Run this command on your machine: ncat -l --chat
Now any host can connect to you (check your firewall) and you can chat with them by connecting to yourself.
Not sure if this meets your requirements though, this is like the most basic version of a "chat server" lol
