Awesome, it's really a user control rights issue. I'm all for amber alets and other stuff, but i'm more for having the choice not to be bothered at 3 a.m about a nuke (false alarms) i can't do anything about even if i'm disturbed in my sleep.
In ferenheight 911, the book, the state uses this kind of thing to control people.

A little off topic, but during Hurricane Sandy four small tornadoes hit our village. Because of the crappy cell service, I didn't get the warning until four hours after the tornadoes had passed. Scared the hell out of my whole family, but served no purpose re a real warning.

I can also follow up and say that yes, they can be disabled.
GrapheneOS Foundation is based in Canada where every alert is Presidential and cannot be disabled to my knowledge. This became so much of an issue for them they allowed you to force disable it.
Wireless alerts are fully optional since GrapheneOS adds a toggle for the otherwise mandatory presidential alert type. This is particularly useful in Canada where the government abuses the system and sends every type of alert as a presidential alert to stop users from being able to opt out of weather and amber alerts.
