What context do u want? I'm asking to create my own wallet, not using phoenix, sparrow, electrum or something like that. Create one without using that software.
Nowadays everybody wants to create a new wallet software. But many have no idea what is bitcoin or how to use it properly.
I don't think we need another wallet app. We already have many. Instead of new one you better join forces with devs and help them make the existing ones better. They need help. If you have voding skills, good, just join to their dev stack and start coding what is needed.
If you mean an on-chain wallet address created completely offline, yes you can. There's several ways, but to start you could look at guides about how to properly use bitaddress.org, or even better would be to generate an address offline through a hardware wallet. I generally like the seedsigner for that, it's quite a brilliant project but you need a bit of custody expertise and bitcoin fundamentals.
