My understanding is this is some kind of ordinals-related transaction. Not sure why they pay such high fees. But transactions like this are pretty common to see.
Anyway, if your pool isn't mining full-rbf, they're leaving (some) money on the table. Which might explain why roughly 40% of hashpower is mining full-rbf these days... incentives work!

Why would a pool not mine full RBF? 🤔

Pools have told me that having to deal with big-blocker trolls is one reason. The extra fee revenue isn't necessarily worth the hassle of your employees getting harassed. Hopefully as more pools adopt it that problem goes away.
Also, if you run a node, you should enable it!

How would one know if their pool mines full-rbf?
Edit: also, mempool.space says this TX does not support RBF? I am thoroughly confused
