Is that we have to store the 12 or 24 word seed phrase manually and separately from a HWW.
There has to be a better solution.

Why is so hard to store safely 12 fucking words?
There are so many ways to do it.
If you cannot do it, then you don't deserve to have bitcoin.
Bitcoin is not for the weak, only for brave.

Depends on the threat model. Refer to Blockchain Commons materials to learn more about this.
Generally, yes it is better to store them separately. Using shamir secret sharing scheme you may split phrase among different locations.
