The data carrier size has always referred to the limit for op_return outputs. Luke decided unilaterally that it should also apply to inscription envelopes, and made the corresponding change in his own full node software, Knots. Some people want inscriptions to be non-standard and have been advocating for this change to be merged in Bitcoin Core, but it has not gained support among other Bitcoin contributors for various reasons.
