Your genome isn't encrypted. It can be sequenced (read) and or analyzed, but not un-encrypted.
There are several companies that offer some services affordably, like genotyping, relatives finding, susceptibility reports, ancestry reports, etc. One of them is 23andMe. I don't have any personal experience with them, but I know a couple of people who have and seem to be satisfied.
Yeah, I didn't know how else to name it... "Decrypting" it was.

It might seem really cool to have your genome sequenced, and it might actually be. My advice to somebody interested would be to educate themselves before hand to prevent misinterpretations of the results, which might lead to unnecessary bad feelings or bad decisions.
Your genome sequence is simply information, and I think it's advisable to understand what that information means and what it can and cannot tell you before diving into it.
