Blockspace is a private good. @Murch observed the other day that the UTXO set is a common pool resource which is not ideal. If a good is rivalrous, you really want it to be excludable.

I think you're correct. UTXOs carry additional costs for node runners and additional benefits for transactors but we only pay for blockspace.

Do you mean it in the traditional economic sense of rivalrous but non excludable? If so, it's not a common good. But I'm not sure what you meant by common good.

fwiw I think the correct term for this, rivalrous but non excludable goods, is common pool resource.
