Blockstream runs a satellite service (https://blockstream.com/satellite/) that broadcasts blocks. So if you have a satellite receiver, you can sync to the blockchain without Internet access. For the user, it's receive-only: you still need some way to send transactions. I think a bitcoin transaction should be able to fit into SMS. Does anyone know of a service that will broadcast bitcoin transactions to the network that it receives over SMS?

This is good, but a service like this would need to be set up in every country because of international charges that would otherwise be incurred

There are concepts and working services but the main issue with SMS is the limitation on national level. At this point is better to leverage the EDGE network
I think the solution you're looking for, is actually to establish internet, but maybe a network that's dedicated to Bitcoin transactions? Anyway, look here:

You're going to want to look at UHF for long haul communications, and long distance WiFi extenders if the haul is only a few miles.

If you happen to be working with a community that doesn't have internet access like the Central African Republic for example, these projects are the way to go. Its just, internet citizens such as ourselves have a hard time getting this information to people who aren't on the internet.
