That's almost impossible. Nowadays apps require some certain level of OS to support all btc wallet app features. Seems that you don't know how these things works.
Again you show lack of understanding of how using bitcoin works.
Yes, you can spend btc from a desktop PC, but first and foremost bitcoin is CASH MONEY, that means you need to be able to spend them on the street. You can't take your PC with you to buy groceries.
On a PC you are managing your cache wallets, NOT regular spending wallets.
On a PC you manage your hodl wallets, NOT daily spending wallets.
On a mobile device you use mobile LN wallets to spend daily. And is not really necessary to be a full smartphone. Is enough to have an internet connection and ignore all the rest, to be able to have a simple LN wallet app. And your privacy is not violated at all.
Use the 3 levels of stashing BTC:
- hodl - cold wallets, your central bank that barely move BTC, mostly receive
- cache - where you have IN/OUT funds, coin control, commercial bank, managing between hodl and spending
- mobile/spending - mobile apps with LN
Done.

A feature phone CAN have a bitcoin wallet built into it. Its a computer just like a smartphone, but less capable. If it can have a simple web browser built into it, it can have a wallet. It won't be a wallet that currently exists mind you. It would have to be built to be compatible with the phone's OS. Not impossible.

Just because someone doesn't use Bitcoin the way you recommend it, doesn't mean they don't understand Bitcoin. I use it exactly the way you recommend it, but that system wouldn't work for someone who doesn't want a smartphone.
