Can anyone implement this with a custodial wallet? Can anyone pay to it out of the box with any mobile wallet.
Using a custodian means that you are not using bitcoin. It means you are using legacy financial services. They can tell you that you are using bitcoin, but it's all just pretend.

Custodial means "is not your LN node". Please don't include those in discussion.
Custodial LN wallets can simply use LN address with success, no big deal.
