An educated populace aware of their rights is vital to safeguarding liberty. Apathy or ignorance can create opportunities for tyranny to take root.

I prefer to read and understand John Locke instead of a politician who remained confused about his own creativity throughout his life.

As far as I know Maddison never wanted to add the bill of rights to the constitution. Initially, he believed that a Bill of Rights was not only unnecessary, but potentially harmful.
If we enumerated some rights but not others, would it imply that others weren’t included? Would a Bill of Rights carry any weight in the face of a despotic government anyway?
But some other Democrat persuaded hjm for the bill. This is my assumption!

If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on government would be necessary. In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself
