What if downzapping came with an option for the type of outlaw, or, the reason you’re downzapping.
Like for stolen content, spammers, scammer, they could be labeled stuff like “bandit” or “vagrant” “snake oil salesman” etc

The important question is not which ranks to use, but who assign these ranks or how these ranks are "calculated".
Is a very difficult task.
