You can still drive, and can also walk over the Hoover Dam. There is just no more thru traffic allowed. In order to drive on the dam, you have to go through a security check point, where the guards were quite chill and didn't ask us much before letting us through.
There are also tours that you can join if you want to see inside the dam.

Yes, the dam is indeed quite impressive and an amazing engineering feat.
It seems timing is always a limiting factor on trips. We didn't plan for time to join an inside tour last time we were there too. I'm thinking it would be really cool to see the size of the penstocks, generators, and turbines in person. Too bad.

Yes we did. Up on the bridge, you get a full view of the dam, the powerhouse, reservoir, downstream, the canyon, and surrounding mountains. You are correct, the views are indeed incredible.
