Yes that is a very good place to read latest ideas and developments going on.
I like also https://bitcoinops.org/ is like a resume of Delving :)

Also the Bitcoin Development Mailing list is here to view. Odd, but pragmatic, they chose Google. It was probably the easiest to setup.
