I guess this is good news, although it seems as if most governments in Africa are powerless to stop bitcoin usage anyway- ie Nigeria. Nothing wring with the "can't beat em, might as well join em" philosophy

Banksters and govs know that they are losing fast. But with this kind of "news" they just try to keep the appearances that they are still in "control", by saying "ok now we allow you to use Bitcoin".
Bitcoiners don't give a shit about that, they just use BTC without ANYONE permission. That's the whole point of Bitcoin.
But yeah people still love to be the "child" of the papa government and cry when is punished or being happy when papa gov is "allowing" him to play with his bitcoins.
People should stop being / act like children. Be adults and put the gov where it belongs: into the dumpster.

Bitcoiners do care that banks allow payments with Bitcoin, actually. That's news I think most bitcoiners would care about, (I care about it, and I'm a Bitcoiner) so you're wrong there.
I agree that you should stop being / acting like a child. Be an adult and realize without a government your house would burn into ash when on fire, and when you are attacked by a murderer you would have no one to call to help you. Governments serve a lot of good purposes, actually.
