Being a territory is a better deal than being a state anyway. I suggest Canada negotiate for that. No voting and no taxes.

I think you split western Canada, eastern Canada, and Quebec into their own states / territories.
West = republican
Ontario = dem
Quebec = bloc Quebec independent lol
