I know it will be a good thing, even if he does it tomorrow, but it infuriates me that he's making someone spend an extra night in jail who he's planning on pardoning.

I get that, but they have the paper work for things like this prepared ahead of time. It's just a matter of getting it done.

It's not like other planned reforms, which require getting people in place and communicating through department hierarchies.
