I guess legalisation does enable it to be monitored and reduces the degree to which organised crime control it.
But on the other hand legalisation seems to accept or legitimise it.
Tough question overall imo.

I wouldn't want my son or daughter doing a lot of things. That doesn't mean it should be illegal.
