How I would typically interpret those statements,
Free Speech = Something you "do"; an action you perform directly or via technology
Freedom of Speech = A "right" or "law"; something your society permits you to do without enforcing property seizure / violence / etc.
So I'd say SN is option #1, it's a technology I use to post regardless of if it's "legal" (#2) in my jurisdiction or not.
