I try to differentiate between straight up believing theories or just saying that they are plausible.
Yeah, same here. Most of theories have some kernel of truth or at least plausibility but also people take them to extremes and often there are huge logic holes.

Chem trails is one example. Yeah, the CIA in the past did experiment with spraying chemicals over cities. I forget the name of the program and which city it was. But, the common theory is that all the con-trails you see from aircraft in the sky are chemicals being sprayed on the population to keep them under control. A program of that size would be pretty hard to hide and honestly it more likely that straight up propaganda is more effective.

Maybe the conspiracy is to make the group that believes in chemtrails look so ridiculous that no one will believe anything they ever say again. So one day, chemtrails may indeed become a reality because we already "debunked" their existence and anyone who thinks that they are now real and brings it up is immediately silenced; cast out of society or doesn't even bring it up because they know no one will believe them

Yes, 100% this. The best lies are indistinguishable from the truth since they contain some level of truth.
It's a mystery to me how some people can think they are so clever and totally not gullible because they didn't fall for the lies of the government. Just to straight up believe the first thing they hear that is not coming from the govs, even if that reasoning makes even less sense, lol
Those people are just NPCs who think they aren't, making them even worse than NPCs in my eyes, lol
