There are a few times of the day where scheduled changes happen, but these times that are chosen seem kind of random.
The "day" for metrics (Plausible) is Central Time. Austin, TX (where SN operates out of) is CDT, so that makes sense, maybe. The transaction for the daily airdrop / "yield" payout shows at 3am Central Time. The Daily Discussion thread starts at 5am Central Time (which is late morning in Europe, late afternoon or evening in the far East).
