I suppose it can, but that would be taking dehydration beyond the point of beneficial stress.

True, but it's not an easy state to trigger. I don't even know how else people do it.

You have to fast with water for a long time to get there. Some people like doing that, but I don't.
I'm not aware of meditation doing this, but I'm not very knowledgeable about meditation. I know it is supposed to trigger a relaxation response, which is another physiological state.
