Check out cashu.me and connect a couple mints. Use with small test amounts. My experience paying zap.stream invoices has been that they work better from one of the mints than from Mutiny. Mutiny uses LSP while each mint has its own connectivity to the lightning network.
Thank you for your service but it's best to take them at their word and spend your time on alternatives. I'm enjoying the combo of Mutiny and cashu. Cashu specifically with many mints is almost like a VPN. If one mint doesn't have good connectivity another may.
Seems fundamentally like a free rider problem. Here are some solutions. My money's on the second (software dev has great ROI) and last (Bitcoin operates on social contract) options working for Bitcoin. One is also interesting; imagine El Salvador funding devs as part of treasury operations.
